The Approved Silence

Iris, a young woman, takes notes at a redevelopment committee meeting while an older woman who lives on the estate addresses a silent room.

By the time Iris became secretary to the redevelopment committee, she had learned that minutes were not supposed to resemble conversations. Hesitations disappeared; objections acquired tidy summaries; a decision reached after an hour of uncertainty emerged as a single confident sentence.

At her third meeting, a resident described how the proposed road would divide the estate where she had lived for forty years. When she finished, nobody spoke. The chair eventually thanked her and moved to the next item.

Iris recorded the silence. Not its meaning, which she could not know, but its duration: approximately half a minute.

The chair returned the draft with that line deleted. "We record what was said and agreed," he wrote. "Not theatrical effects."

Iris could see his point. Silence might mean discomfort, sympathy, impatience or nothing at all. Assigning it significance would risk turning the record into an argument. Yet removing it altogether made the meeting seem briskly indifferent, which was also an interpretation.

She rewrote the passage without the measurement. The resident's concern was stated in full, followed by a sentence noting that no response had been offered before the discussion moved on.

This version was approved after a brief exchange of emails. At the next meeting, a committee member referred to the unanswered concern and requested an explanation from the planners.

Iris did not imagine that one sentence had transformed the process. The road might still be built. But the minutes now contained a question that the meeting had failed to answer, rather than making the absence of an answer look like the absence of a question.
